I live in a condo, and there’s a roof that separates my deck from my neighbor’s. We’re on the second floor.
A few times, I noticed that my neighbor’s dog was left alone on the deck for hours. When it rained, I could hear the dog crying.
One day, I called the dog over, and she actually jumped over the roof onto my deck and came into my house. After that, she started coming over regularly, and I would let her in.
My neighbor is a kind person and loves his dog. He even gave me a key to his house so I could go get her if he needed to be away for a long time.
Through conversation, I figured out what was going on, and we worked out a plan together.
It’s possible your neighbors don’t mean to leave their dog outside. The dog could be pacing and crying simply because it wants to come inside.
If you feel comfortable, you might want to ask them if the dog is okay or if there’s anything you can do to help. But keep in mind, they may not be open to the conversation. If you’re seriously concerned about the dog, and I would be too, you should keep an eye on the situation. If you believe the dog is being neglected or mistreated, don’t hesitate to contact Animal Control.
Also, remember that if you do contact authorities, your neighbors will probably know it was you.
Weather plays a huge role in how animals should be treated. Where I live, it gets freezing cold, and no animal should have to stay outside in that. We take care of our pets during heatwaves, and we need to do the same in the cold. I wouldn’t leave a child outside to wait for me, and I don’t think animals should have to either.
