If someone served in the military during the Vietnam War but did not have to go “in country”, are they still a Vietnam vet?

No, they are a Vietnam-era vet. I was drafted and volunteered for the Nam, then served with the First Cav on the Cambodian border. My high school buddy went to West Point but did not make it through. He was sent to Germany as a Private. He is a Vietnam-era vet.
